Icons of Industry Recognizes Pavan Pidugu as a Federal Icon 2026
U.S. Department of Transportation CDIO and 2025 Service to America Medal honoree recognized for modernizing federal technology and fighting fraud.

NEW YORK, NY — Icons of Industry today announced that Pavan Pidugu, Chief Digital & Information Officer of the U.S. Department of Transportation, has been recognized as a Federal Icon 2026 for his leadership in modernizing federal technology and building public trust in government systems.
Pidugu leads DOT's Office of the Chief Information Officer after previously serving as Chief Technology Officer of the Federal Motor Carrier Safety Administration (FMCSA), where he inherited registration and safety systems that had gone largely unmodernized for roughly two decades and led an overhaul that simplified how carriers register and pay fees while putting in place new identity verification requirements for new applicants, an early step in the fraud-prevention modernization the agency has continued to build on since.
Among his most concrete achievements at FMCSA, Pidugu led development of a new digital inspection platform that replaced eight separate legacy systems, is now used by more than 14,000 law enforcement officers nationwide, and cut roadside inspection times by roughly 40 percent, from 40 to 50 minutes down to under 25. “Pavan came in and literally, within days, put a roadmap on my desk on how to modernize the agency's IT systems to be more efficient,” said Jim Mullen, FMCSA's former acting administrator. “He came in and made improvements in a very short time period that are creating safer roads, improving transportation and reducing fatalities.”
Before joining the federal government, Pidugu spent more than a decade in retail technology leadership, including roles leading digital customer and omnichannel experience for international markets and global point-of-sale strategy at Walmart, directing program delivery for retail solutions at NCR, and leading enterprise systems integration projects at Target.
For his work at FMCSA, the Partnership for Public Service named Pidugu a 2025 Service to America Medal honoree, one of federal government's most prestigious recognitions. He was also named to the World 100 Technology Leaders 2024 list, and under his leadership DOT has earned three consecutive CIO100 Awards for excellence in technology modernization.
As part of this recognition, Pidugu is featured in an exclusive Icons of Industry Leadership Conversation, “Processes, People, and Products: A Blueprint for Modernizing Government Technology,” where he shares his perspective on building a “One DOT IT” culture, fighting fraud, and redefining what a federal CIO does.
The feature also explores how Pidugu approached fraud prevention in truck registration, the “One DOT IT” memo that eliminated shadow IT across the department, and what he believes will define successful digital transformation across government in the years ahead.
